EDWARD S. HILL has broad and in-depth experience in the creation and operation of condominiums, cooperatives and planned communities (including subdivisions with home owner associations and common open space and recreation facilities). He, along with Matthew Perlstein, is a co-lead author of the Connecticut Common Interest Ownership Manual, Second Edition, a manual of model condominium forms and commentary, published by the Connecticut Bar Association. Mr. Hill is a frequent presenter at educational programs for condominium leaders, managers and unit owners. In addition to documenting and supervising proceedings to amend and update community documents, he has provided legal services for termination of condominiums and cooperatives, mergers of condominiums, and for creative use of the condominium form of ownership for residential and non-residential development. He provides advice and counsel to association boards of directors and officers to deal both with routine and unusual management issues that arise. He brings to common interest community matters his experience in a wide range of real estate matters, including real estate development, leasing, purchases and sales, zoning and land use regulation, and real estate related financing, to provide practical and creative problem-solving advice for his clients. He has served as an expert witness, co-counsel and consultant in litigated matters related to common interest communities.
He is an Emeritus member of the Executive Committee and former chair of the Real Property Section of the Connecticut Bar Association and a member of the Connecticut Community Association Institute Lawyer’s Counsel. He served on the Legislative Committee that developed the 2010 Amendments to the Connecticut Common Interest Act (“CIOA”) and participated in the development of other amendments to CIOA. He provided real estate and condominium expertise as a member of the State of Connecticut Transfer Act Working Group that led to amendments to the Environmental Transfer Act in 2020.
